When one of the modulo-entropy (CM) or cosmic potential energy approaches that of the parent civilization, the other value will stop growing or even decline. Super-civilizations possess both the ability to split and the ability to absorb. When the modulo-entropy (CM) of a super-civilization is several times (two times? three times?...) greater than the modulo-entropy (CM) of another civilization, this powerful super-civilization has the ability to accommodate and assimilate weaker civilizations.
